add shumlib testing

Couple of suggestions to improve diagnostics:

• I think ubuntu-24.04 GA runner provides gcc 14.2 as default (not 100%). But it would be nice to have that information in the output
• Should replace steps Build/Test python-X.Y_numpy-X.Y.X with Install/Test Mule with python...
