Initial release for the rust-toolkit.

The toolkit has the following features

• Load any sample file
• Display waveform, allow for time-range selection
• Display Frequencies on the selected time-range
  • List the top frequencies
  • Toggle between top frequencies from selected frequency range or global
  • Settings for minimal frequency gap, number of peaks shown and harmonic overtones display
• Display sample spectrum
  • Settings for different spectrum styles
  • Supports linear and logarithmic scales.
