Removes IPC's organs from the medbays bounty pool so they dont make one morbillon dollars and buy more guns than cargonia.
Adds powercable cybernetic as a printable research so IPCs can lose their left arm freely

About The Pull Request
This is a copy of my pulls #3523 #3521 #3517 and #3509. All which were being testmerged but then I did a silly and deleted the root directory. (We dont talk about it)
#3523 Enables advanced wound tending surgery for IPCs and makes it assessable
#3521 Gives prisoners and NT REP defentive spots on the monitor, while removing QM from blueshields tracking.
#3517 Adds the IPC's starting cybernetic powercable as a printable and researchable item.
#3509 Makes it so IPC organs cant be used for medical bounties to bring them in line.
Why It's Good For The Game
#3523 IPC's have a unique surgery system from carbons and this is a good first step if we ever hope to divorce the to. Also otherwise its just code literally sitting there taking space.
#3521 Adding definitive positions for jobs round start, and central, are both good adjustments to have. And QM isnt command so QOL for the blueshield.
#3517 IPC repair research should actually include all the needed tools to repair a IPC
#3509 IPC Organs were never intended to be used for those bounties. Escpecially saying other roundstart cybernetics (Tier 1) also dont qualify.
