About The Pull Request
This changes it so every robotics has either a tray or surgical duffel bag if it had one already. And a spare health sensor near the operating table.
Also adds a missing medipen refiller to kilo.

Why It's Good For The Game
Loose tools often lead to lost tools. Which can be annoying, doubly so when only some are missing and not all. This helps the surgical side of robotics stay more in uniform as per the request.
