About The Pull Request
After a suggestion in a meeting introducing the "Plasmaflood License"
What does it do?
Allows one to plasmaflood or similar without escalation or warning. At the cost of 20tc.
Also gives you a totally legit License to Plasmaflood thats fireproof. For obvious reasons.
Also alerts the admins when one is created and when someone signs it.
And creates an atmosphere to investigate log when signed.

Why It's Good For The Game
If a traitor wants to spend their entire TC to cause a plasmaflood without escalation. Let em I suppose.
Its funny enough.
