About The Pull Request
An alternative to #4187, ordering an item through the cargo console (the ones the cargo techs/QM use) now requires the relevant access or to said item in order or command access to purchase it, similar to how the request console functions.
Why It's Good For The Game
See #4187, I let command access also be able to purchase these items so that the HoP could order the items for whatever reason.
