About The Pull Request
This PR adds Plexora, an SS13 management suite that's been used for Monke and Vanderlin for syncing in-game roles with Discord roles, as well as bridging tickets, mentorhelps, and admin say to the Discord. This is reliant on a closed-source Discord bot, this has little to no impact on downstreams, and can be ignored.
I've tried to respect modularization as much as I can but for a lot of stuff I cannot be bothered especially because it just makes sense:tm: to put stuff where it go, and places that I know nobody is going to touch besides me, and remember you have git blame. Some stuff that I've added is already in tgstation as well which was missing, so there's that too.
