Mech Laser Buff, The Snails Know, TSF Mech Pulse Rifle, TSF Volta Tweak

About the PR

Adds inherent Mass Scanner to Space Snails (specifically the ones that can move in space).
Buffs Mech mounted laser weapons across the board.
Adds a Mech-mounted Pulse Rifle to the TSF Uplinks.
Tweaks and fixes the TSF Engineer's Volta Modsuit to have more engineer-relevant stats and actually functional magboots.

Why / Balance

The Snails now know where you live.

Mech Mounted Lasers were very bad, these changes should make them a competing alternative for the AC-2. Specifically;
-Firedart is now equivalent to a Laser Rifle.
-Solaris is now equivalent to a Laser Cannon.
-ZFI is now equivalent to an Xray Cannon.

Their firing costs have also been adjusted.

TSF pulse rifle dominance continues unhindered, except that buying them is still restricted to FTL+. As it's identical to a Pulse Rifle except it can't be used handheld and is instead used in a mech, it also costs 100 FMC. (If someone sprites a PDV mech minigun I will add that too).

TSF Volta was lightly yamlfucked, its magboots now properly turn on/off using an Action. Its stats have been tweaked to be comparable to the Sapper Modsuit it's supposedly based on.
