About the PR
Mindshields are no longer permanently fused to people and can be removed with an implanter.
Why / Balance
Git blame says 2 year old wizden revolutionaries PR. Guess I missed this when trying to make mindshields removeable.
Reasoning: Anti-fun to not allow people to steal mindshields off corpses, also lets TSF remove their own mindshields and not be permanently on a flashing hud so they can infiltrate, also promotes stuff like defection.
