Migrate CLI functionality: simple_bias_correction (metoppv#2018)

* refactored simple_bias_correction cli

* docstring and contributing

* changes for actions

* sphinx building locally without error

* whitespace change

* bugfix: test upper_bound

* changes based on review

* review changes

* review - doc-strings
