Add echgres as a dependency for earc

This PR:

• adds echgres as a dependency to the earc job.
  Resolves Ensemble archive task dependency needs to include echgres #3201
  Resolves Missing enkfgdas_echgres dependency for metatask eanm #3165

@CatherineThomas-NOAA Can you please incorporate this change in the C1152 test that discovered this bug. The current CI testing will likely not run into this issue.

My C1152 exp cycled over the weekend with no earc issues. There was even a case where echgres finished after epos, and earc properly waited until after echgres completed before beginning. Approve.
