Pull request overview

• Fixes most of the action issues for release packages
• Adds a little content to the deprecation html file, not finalized
• Gracefully handle a failing regression pass
• Add a 'failed' section to the regression results bundle

Once CI wraps up normal operations, I'll merge this in and kick off a second test package. I still think it might need a little tweak, but this will get things very close.

OK, so this is all happy with normal PR stuff. Theoretically it will just get the releases nearly fixed up as well, so merging this.
