[PyTorch Debug] Add nvdlfw-inspect to dependencies

Description

Since nvdlfw-inspect is on PyPL - https://www.piwheels.org/project/nvdlfw-inspect/, we can readd it as a install dependency of the TE.

The only problem that needs to be resolved before merging that PR is to publish wheels also on pypi.org, not only on pypi.nvidia.com.
