Added GitHub Action Workflows for PR and Issue Templates (Fixes #16) – GSSoC '25

Feature Added

This PR adds GitHub Action Workflow Templates to automate project management tasks as mentioned in Issue #16.

Added Workflows:

• issueOpen.yml – Assigns label and comment on issue creation
• pullReqOpen.yml – Assigns label and comment on PR open
• pullReqMerge.yml – Closes issues when PR is merged
• closeIssue.yml – Auto comment when issue is closed
• selfAssign.yml – Allows users to self-assign on comment

@OUMIMANDAL Firstly workflows for this particular website has been added and secondly the issue was about adding pr and issue templates not workflows.Don't mind just try to contribute as written in the issue.
