1.0 release of IDEAL/pyidc

Finally!

This is the baseline release of IDEAL, as developed by EBG MedAustron GmhH, ACMIT Gmbh and the Medical University of Vienna. The work will continue at MedAustron, with support from MUV and volunteers (now that the code is open source). Please check the docs:

Note that IDEAL is not yet installable with pip. This will be the focus of the next release (probably 1.1). There are several more upgrade wishes, check the TODO list if you would like to contribute.
