Rework options parsing for auth-user-pass to work without --pull.

The diff looks much larger than it needs to be, and many unrelated changes (like the last hunk about "ncp-fallback") - seems like a git rebase accident?

Yea probably. But when you look into the main ticket it appears this change isn't even wanted. People appear to like giving random servers they connect to authority to push random configurations to their devices for whatever reason. I'd call that an anti-feature and in a case like here where it can't even be disabled a (to be fair quite limited) backdoor...
