Fast-tracked release: Critical Bug Patch

This release of MPW fast-tracked off it's standard schedule of monthly-releases due to a critical bug that was included in #168 the bug caused Proposal Submission to completely fail; users attempting to submit proposals would lose their 50 PIV, as well as take likely damage to their wallet database, there was one instance of this, but fortunately this was caught before any additional cases occurred.
