[XPU]xpu support ep4tp1 in pd disaggregation

Motivation

xpu 支持在PD分离模式下，跑通EP4TP1的并行策略

Modifications

1. 修改xpu_model_runner里设置正确的INFERENCE_MSG_QUEUE_ID;
2. 修复get_output及save_output算子在EP4TP1下的rank id错误bug
3. 增加单测
