paddle.nn.LayerNorm

1. 增加输入映射 epsilon: eps
2. 增加 elementwise_affine、bias、device和dtype参数
3. 增加动态图下的单测
4. 修改docstring

注意：修改后 elementwise_affine、bias、device、dtype和weight_attr、bias_attr、name都是关键字参数，下面的PaConvert 测试中会出现失败case是正常的
