feat: anthropic status check

Ping https://status.claude.com/api/v2/status.json before Wizard executes agent-runner

• If incident status is major, terminate the wizard and ask user to try again later
• If incident status is minor, warn the user that the wizard may not function properly
  • CI mode continues wizard run if there's a minor incident

For any incident level, we always return the Claude status message and a link to their status page
