Summary

run the release workflow on all pushes while keeping release uploads gated to tagged commits
document the new trigger behaviour for the bundled binary workflow
add a tracked placeholder asset so Go’s embed step always has a file to consume

Testing

go test ./... (fails to complete in this environment because downloading the configured toolchain/module dependencies hangs)
