TBH I don't see the point of merging this at present. There is user benefit in supporting older versions. And a tradeoff of developer cost. But if we don't currently run into said cost, why care? |

Fix CI to also download from https://github.com/wikimedia/mediawiki/archive/refs/heads/.tar.gz.
Using it without refs/heads was failing with "the given path has multiple possibilities"
