This PR fixes an issue with fetching data from GitHub in the
mlelectureIt will now use
df = pd.read_stata('https://github.com/QuantEcon/lecture-python.myst/raw/refs/heads/main/lectures/_static/lecture_specific/mle/fp.dta')
I supect the current GitHub outage has showed some automatic re-routing rules where getting us by.
