Draft cookbook preparatory steps

This covers all points under "Preparatory Steps" but nothing more. The remaining sections will be addressed in follow up PRs

• explains which data sets are required and how to obtain or create them
• explains which software is required and where to obtain it / how to install it
• explains how the project needs to be set up (config and I/O)
• provides a checklist for all relevant steps
