Implements the DC-MSS System 4 antenna model.
This is not a new antenna pattern, but a special application of S.1528 r1.2
System 4 uses two different sets of parameters for S.1528 depending on the beam ground elevation angle. One set for beam ground elevation angles lower than 50 degrees another for angle higher than 50 degrees.
The TopologyDcMss class have to return the beam ground elevation angles to be accessed on dc-mss station construction in StationFactory.
