Improved capacity models, extended conservation and restoration models, LPG clipping, batch scripts

This release includes an extension of the upper limits of the capacity models, layer package clipping, a new collect summary report tool, and greatly increased functionality of the BRAT table, conservation restoration, and data capture validation tools. For details see issue #294.
