SCANsat[v7.0] release candidate 2.1

This adds support for both ORS and Kethane type resource overlays.

This release alters how data is stored in the persistent file. So it is a good idea to make a backup if you are upgrading from a previous version (any resource scanning data from previous releases will not be recovered).

Resource overlay selection is controlled through the settings menu.

Module Manager configs are included with SCANsat definitions for their respective resource types.

SCANsatRPM is also included and should be functional.
