This is command line tool that takes .perm.bin file and export textures to .png files.
-perm: Path to .perm.bin file.
-outdir: Path to directory where it output the files.
-silent: Disable wait for key when finished. (Useful for batch exporting)
-hashname: Export file names as hash name.
-config: Generates config.xml that can be used with Texture Scriber.
