Robot ID selector now sets dribbler speed.
Dial must be returned to 0 after reboot before command activates
Dial is symmetric between 0 and 8 (regardless of turn direction, e.g. 1 = 15)
Kicker no longer charges by default during tests


          fix kicker charge behavior, drib test uses encoder for speed
