chore: update the Dev Container 24.01 Edition

Changelog

• Use the first dev container prebuilt image signed with Cosign.
• Add command workspace-nuke to remove files that should be regenerated (e.g. after a dev container update).
• Fix the prepare task of a few Python projects.
• Update pnpm to 9.15.4.

TODO

• The main CI workflow is not compatible with the new image.
  • Because the user is now ubuntu.

Remember that workspace-* commands are sourced when opening a new terminal. If you just pulled this feature branch, you will need to open a new terminal to update or make this command available.
