* Convert Satellite Sync upgrade scenario to new format

This PR converts the inter-Satellite sync upgrade scenario to use the
shared_resource framework. It converts the pre-upgrade test to a fixture
and makes some minor changes to the entity creation test steps.

* Address reviewer comments
