NIST OSCAL 1.1.2 Schemas

Added schema links to the catalog and test files for all seven OSCAL 1.1.2 Models. The catalog entries include links to all prior versions of the OSCAL schema as well.

The original content is published and hosted by the National Institute of Standards and Technology (NIST), a US Federal Agency ass assets to releases within the NIST OSCAL GitHub repository.

Thanks! Unfortunately, this repository is not set up for testing schemas that are not hosted locally at schemastore.org (related to #2731). So all the added files in test/ is causing the built to fail. Everything else looks good except for the glob patterns "*ap.json" and "*ar.json" - they're general enough to cause false positives matches. Once those are removed (or changed to *.ap.json and *.ar.json), then I'll be able to merge this;
