Adds ColMar vendor with some baseline bundles IT ALL WORKS

A very crude port of RMC vendors, they are very cool, work properly, someone just has to fix the sprite states

I had several mental breakdowns during porting this, since the vendors are so deeply tied with the ranks/marines/jobs system and it took me quite a while to make it work

But yeah.

THIS IS MEANT TO SERVE AS A BASE FOR OTHER VENDORS, SO MAKE A CHILD, CHANGE SPRITES, CHANGE BUNDLES, GO NUTS

If unsure how to add stuff, hit me up, or just go digging and find out yourself by looking at how vendors work on RMC like a smart person You are, might make a short documentation on how sections etc. work and how to add them, but not right now
