393 add featured eligibilities local db population script

These changes seed the eligibilities and eligibilities_services tables using either method of setting up a dev db: linksf:import and db:populate. Featured eligibilities now appear on the homepage, however clicked eligibilities are not responding with services data.

1. With linksf:import eligibilities with feature rank fields are populated using data dumps (services and services_eligibilities) from the staging db.
2. With db:populate features are created using a pre-existing CreateEligibilities module.
