Currently setup the infra to allow a shell script to populate the tables in efforts to move away from rake tasks.
README has been modified. Utils directory has been created to manage the scripts and the associated SQL commands.
Currently the SQL Commands do not alter table structure and are only involved in Inserting data into the tables
