Merge Develop into Main - update Forge with setCoolDownDuration and update frontend

Summary

This PR merges the latest backend and frontend updates into the main branch. It includes the addition of the setCoolDownDuration function to the Forge contract, new tests, updates to the default cooldown duration, and adjustments to the frontend to use the newly deployed contract addresses and ABIs on Sepolia.

Backend Key Changes

• Added onlyOwner modifier
• Added setCoolDownDuration Function to set the cooldown duration.
• Updated the default cooldown from 60 to 15 seconds in Forge_Constants.sol.
• Added tests for the setCoolDownDuration function (happy and un-happy paths)
