Improve the static documentation generator

• Static pages can now link to other documentation pages generated in the same invokation
• Add the --dependencies flag which causes documentation of dependencies to be generated
• Generate an index with all pages created during that invokation

Deno compatibility

Compatible with Deno version 1.4.1 and later.
Relies on unstable features that can break between patch releases
