Summary

retarget the Razor Class Library to .NET 9 (net9.0/net9.0-browser) and update dependencies for Blazor auto render compatibility
modernize the components for nullable annotations, cascaded type inference, and more robust helpers while updating documentation for the new workflow

Not run (dotnet CLI is unavailable in the execution environment)
