Summary

upgrade the Razor class library to target .NET 9 and reference the latest Blazor packages
replace reflection-based enum description lookup with trim-friendly switch expressions to support auto render mode scenarios
simplify enum declarations now that description attributes are no longer required

not run (dotnet CLI not available in container)
