Add rqt tools

[atinfinity]

I add to support rqt tools. I checked on the following environment.

• macOS Sonoma 14.0
• M1 MacBook Air

Please let me explain further.

The rqt_bag depends on cairo. So, I have added a note about the installation of py3cairo.

And, I have encounterd ros-visualization/python_qt_binding#103.
So, I added --packages-skip-by-dep qt_gui_cpp --packages-skip qt_gui_cpp to avoid this error.
