Close #29.

  • Adjusted layout of visualisations nav panel:
    • moved description out of column, above charts (gives more horizontal space for chart/table cards)
    • ensured cards scooch up (no more large gaps between rows in certain cases, while respecting max height of that row)

Happy to demo what I mean (this isn't deployed).
