Fix labeler workflow action_required status

The labeler workflow was completing with action_required status instead of success, blocking PR checks.

Changes

• Added issues: write permission to .github/workflows/label.yml

The labeler action requires this permission to manage labels on pull requests. Without it, the workflow completes but GitHub marks it as requiring action.
