Add snd2email test. Fix sending email from ibm i

• Add camel-maven-plugin which is needed to build the jar file properly. The email destination works properly after this
• Add a send email test
• Launch a local smtp server during test to test the email route, and then cleanup afterwards
• Change the order of "Run ile tests" in test.yaml so that we don't push all created bazel files to ibm i
