Fixed plugin using lots of CPU when idle

v146-stable-v2.0

A more polished rewrite.
Works the same as before, just better.
No additional configuration needed, the old configs will work.
Fixed a few non critical bugs, this release should hopefully have no bugs.
TODO: next update, optional discord webhook / bot integration.

Fully up to date, tested multiple times aggressively (my cpu and internet do not enjoy it) - And stopped 99% of the bots.
(50k sent, 1 made it through to the server)
