Updated NEQP multipliers and test files, ran tests. #429

Hey, folks:

This changes the New England QSO Party multiplier lists to follow the recently updated contest rules (https://neqp.org/neqp-county-abbreviations/). The contest is the first weekend of May. I ran the test as before, and it seems to work properly.

Thanks. Quite a change in the mults definition.
Just please remove the extra files:
test/rules/neqp/.bmdata.dat
test/rules/neqp/.paras
test/rules/neqp/20240409_191226_neqp.log

I'll update .gitignore to avoid commiting them.

Done. Yeah, the mults are all now in State-County form, and Connecticut "Counties" are now "County Equivalents" with different names. It's a long, dull story.
