Implement core GH Workflows

Summary

This PR focuses on adding in the core workflows found in most of my own Python projects. These include:

• Auto approval for Dependabot PRs
• Dependabot auto merge
• Linting
• CodeQL
• Release

Generally these should be more than enough for Python projects. These workflows have been battle-tested in production.
