* Clarify when POST request is made

Request for clarification disguised as a document update, want to make sure we're understanding the timing correctly.

The POST request is sent immediately or as soon as the corresponding registerAdBeacon is invoked, and is done asynchronously to avoid blocking other actions.

Note `window.fence` here is a new namespace for APIs that are only available from within a fenced frame. In the interim period when FLEDGE supports rendering the winning ad in an iframe, `window.fence` will also be available in such an iframe.
