Hah yes, each W3C group has its own charter, which means its own opportunity for a company's lawyers to offer opinions on whether to accept its terms of engagement.

Hey @michaelkleber I believe I have been admitted to the club, is this commit worthy of merging? I'm mostly curious about whether it's correct, if it is then I suppose the world knowing would be good but that is a 1b for me :)

Add snippet about k-anon application at buyer reporting time.

FYI I did add a commit with further k-anon info that I think is non-controversial.
