Fix ov Dockerfile

Description

This PR:

• downgrades Fedora to 41 (42 does not have a supported Docker version yet)
• replaces dnf with dnf5 as that is the new default in Fedora 41
• updates the config command.

Testing Instructions

Run ov init on main and see the errors listed in the issue
Run ov init on this PR and see that it builds correctly.
