QA Selawik

[vv-monsalve]

This PR includes several fixes performed after QA process, they include:

• Repository structure rearranged
• fsType bit 0 enabled
• Name, copyright and license adjustments
• Master and Instance names and weight axis coordinates to meet the Spec
• Compatibility issues fixed
• Diacritics position balanced on Uc & Lc
• Description file created
• Path unified to cubic; orientation and order adjustments
• Glyphs created to meet GF Lain Core encoding: .notdef, ordfemenine, ordmasculine, fraction, foursuperior, minus, divisionslash
• Production files created, they solve Vf, static ttf, otf and woff2 formats (Build.sh, designspace, and stat-table.py)

Note: The Description file was originally created for Selawik. It should be review and updated, as well as the Authors.txt file, after the new change to Siilvik.
